how warm it'll get. >> yes i agree wow. get out there sooner than later. if you do enjoy a running, we have temperatures already beginning to rebound. a little bit of wind out there helping us out a live look here over the mostly clear skies. good morning everybody a beautiful sunrise out there. temperatures for today going to go anywhere from 5 to 10 degrees above yesterday. highs and above average 48 degrees. right now in santa rosa. but take a look at san francisco 62 again depending on if you have a little bit of northeasterly wind out there this morning, your temperatures are already warming up. and here's a comparison from yesterday into today danville, menlo park going to 81. los gatos going to 80 san rafael. you'll be six degrees warmer at 80 as well. a better look at the afternoon highs for today and the warming trend that will continue for the rest of the business week coming up in just a little bit at 7.01, it's been a little bit of a hectic morning out there on the highways and roadways. let's see what's the latest with sal. good morning.

>> good morning rosemary. yeah you know what we do have a commute that's settled down a little bit. let's go to the east shore freeway and show you the time to drive, let's say from the carquinez bridge to the macarthur maze is 32 minutes. seems a little windy out there from the camera bouncing up and down the bay bridge toll plaza. delay is about typical for this time. and if you're driving across other bay area bridges like the san mateo bridge, those bridges are normally congested, but nothing major. blocking lanes at the moment. 701 let's get back to the headlines and happening today. >> berkeley superintendent of schools is part of a congressional hearing on anti-semitism. the district has been accused of doing a poor job of handling cases of bullying and harassment of jewish students. ever since the hamas attack on israel. >> now, ktvu is james torres is in berkeley now to tell us what to expect this morning on capitol hill. good morning james. >> dave. good morning to you. well, that hearing set to start within the next 15 minutes here. it's a hearing led by the house committee on education and the workforce. they've held very

similar meetings for universal presidents and leaders. but today will be the first time that we've had a conversation on anti-semitism with public schools, k through 12 throughout the country. now these types of hearings have happened often over the last few months here. since that attack on israel on october 7th. and, of course, israel's retaliation in gaza since. and it's led to the resignations of university presidents at penn and at harvard. berkeley superintendent and former mattel is one of three school leaders across the country called to testify in front of this house committee. she'll answer questions alongside representatives from a school district in maryland and in new york, each having been accused of their local communities of facilitating a culture of bullying. jewish students and not properly handling complaints when they arise. here in berkeley, complaints have been led by the brandeis center for human rights and the anti-defamation league. they argue berkeley's unified school district ignored incidents where jewish students

were taunted and exposed to such language like, quote, kill the jews or, quote, kill israel. their complaints also note an incident where an art teacher showed images of people punching through a star of david. berkeley school board releasing a statement of support for its superintendent, saying in part, berkeley unified school district stands against anti-semitism, islamophobia and hate in all forms. this is reiterated in the hate motivated behavior policy the board passed last year, which the superintendent has been charged to implement. that house committee hearing will be streamed live from washington, d.c. we will be watching it and bringing you updates and comments as the morning progresses. it's set to start within the next 15 minutes. we're live this morning from berkeley. i'm james torres, ktvu , fox two news. >> okay, james thank you. time now 704 where we're still watching the city of richmond and following what's happened with a broken water main that's flooding streets there. east bay mud says a 12 inch cast iron water main ruptured hours ago

this morning. it happened around south 45th and carlson street near kennedy high school. the work crews are out there. they've been out there for quite some time, shutting down the water main and fixing the damage . several nearby homes are affected and they don't have running water right now. traffic, as you can imagine, is being diverted around this scene. you're looking at, and the public is being told to stay away. now, we're told it will take at least through the middle of the morning to fix this problem. in richmond, two former students who sued saint francis high school in mountain view have been awarded $1 million. >> the plaintiff said that school administrators forced them out over an alleged blackface photo. the former students say they were wearing black anti acne facial masks. santa clara jury sided with the students at the school, violated a non-disclosure agreement. school leaders say they're exploring legal options, including an appeal. >> our time now, 705, will demonstraters around the nation,

urged israel to end its offensive in rafah. the israeli military says it seized control of that border crossing at the southern edge of gaza. protesters from seattle to austin to atlanta took part in what's called hands off rafah rallies and pro-palestinian protesters at uc berkeley also held a hands off rafah rally. >> hundreds of students, staff, faculty, alumni and community members filled sproul plaza. it's been nearly two weeks since a pro-palestine encampment sprouted up at cal. the number of tents has grown. >> a lot of people from different faiths, from different ethnic backgrounds, from different political beliefs, all here because we believe that the genocide going on in gaza right now is something that we have the power to impact and the power to stop. >> protest organizers want the university to divest its financial holdings in companies that have ties to israel's military, and stanford university is reminding students

there that the encampment at white plaza violates university policies. >> officials say it goes against the policy on overnight camping and on the equitable use of the plaza. the university says disciplinary cases are proceeding and more names of students are being submitted. some may have their diplomas held while the cases are processed, and stanford warns encampment encampment members that they could be suspended. >> the biden administration says israel's move to take control of the rafah crossing between gaza and egypt is not the full scale invasion of gaza that israel said it would carry out. yesterday, an israeli tank brigade closed the rafah crossing. israel says the border crossing had been used by hamas, so it was important that it be shut down. >> this was a, a very limited operation designed to cut off, hamas's ability to smuggle more weapons and fire into gaza.

>> the biden administration has been discouraging israel from launching a full scale ground operation in rafah, where more than a million displaced palestinians have taken shelter. the u.s. reportedly paused a shipment of bombs to israel last week over concerns they would be used in an assault on rafah. we have you covered throughout mornings on two and beyond here on the air. you can also find more coverage of the war in gaza and reaction anytime at ktvu.com. >> our time now is 707. an arrest was made and a man is now in jail after he ran a red light at a very busy intersection in san jose and killed a cyclist. it happened yesterday morning at east capitol expressway and center road, about 730 in the morning. investigators say the driver of a red pickup truck was going westbound on capitol expressway and was speeding when he ran a red light. the truck first hit a cyclist, then hit another pickup truck. the man on the bike died there. at the scene, traffic was shut down for hours in all directions.

>> as i think everybody just needs to be aware. i think, road safety is everyone's responsibility, so it includes being defensive on your own, right? i'm not sure that there's a whole lot that the bicyclist could have done here, if you're following the rules of the road, somebody wasn't. and unfortunately, that's what occurred. >> now, this was the 17th fatal collision in san jose so far this year. the police say that particular intersection is among the most dangerous in san jose for the number of crashes every year. san jose mayor matt mehan, in a statement said, quote, these deaths are far too often the consequence of distracted and reckless driving, and i applaud the work of our police department and district attorney who will arrest and prosecute those who put residents at risk on our roadways. >> happening today it is national bike walk and roll to school day. to mark the occasion, marin, santa clara and solano counties, among others, are holding special events for students in petaluma. extra police officers will be in and around school zones as part of a safe route to school safety operation. this whole month is

national bike safety month. thousands of children suffer head injuries every year from falling off their bikes, health experts say parents should make sure their children ride with the proper gear. all riders under the age of 18 are required by law to wear a helmet, and they must follow the rules of the road. this goes for children riding bikes, scooters, those toy motorized vehicles, as well as e-bikes and e-scooters. >> time is 709 and we're looking at a decent commute. we haven't had a lot of major crashes. we've had the normal slowdowns that we usually see. let's go to the golden gate bridge, where traffic is light and the picture is beautiful. the wind seems to have forced all the clouds away. rosemary will be here in a minute with a little bit of slow traffic. not literally a minute. pretty soon though, this is a look at westbound 80 carquinez bridge to the mac. mays 33 minute drive. and at the bay bridge, we have a 20 minute drive before you make it onto the span. san mateo bridge traffic is moderate. we've also been looking at slow traffic on highway four westbound, and we had an earlier stalled vehicle

the app and its chinese parent company have filed a lawsuit against the united states. the suit challenges a new law that could ban the app in america if it's not sold to a new buyer within nine months. tiktok officials argue the law is an unconstitutional attack on free speech. some lawmakers say tiktok poses a national security risk by trying to make it about free speech. >> this bill was focused on national security that tiktok is a destructive tool pointed at the united states of america, and especially our children. no constitutional right to own property when it is against the national security. >> tiktok's parent company says

it currently has no plans to sell if tiktok loses the lawsuit and refuses to find a new owner, it could disappear from american app stores. >> our time now. 714 president biden approved a new law. it strengthens penalties for websites and social media companies that failed to report sex and abuse crimes against children. this is the first time the platforms have been required to report federal trafficking and enticement crimes to the national center for missing and exploited children. the law increases the fines on those companies that knowingly or willfully don't report child sex abuse materials, and the evidence of these crimes now required to be preserved longer, allowing more time for investigations. well mexico is now requiring peruvians who want to fly into mexico to have a visa. it's a show of diplomacy to slow down migration to the united states, because it means that peruvians can't fly into a

mexican city near the american border. mexico is also started requiring visas for people from venezuela, ecuador and brazil. pittsburgh is adopting a new general plan that sets a blueprint for the city's future. >> for the next 20 years, envision pittsburgh offers a plan for the city's development and economic goals, makes room for thousands of new homes and sets forth new policies for topics including transportation and environmental justice. >> time now 715. it could be the future of driverless public transit, and it's on the way to contra costa county. ktvu is andre senior in the studio now with all the details about the autonomous car company and what they unveiled at an event in the east bay. andre. well, dave. >> autonomous car company glide ways introduced what it calls the autonomous vehicle of the future at the annual redefining mobility summit in san ramon. it's called the glide car. the new automated car will be part of a new mass transit system that's expected to launch in contra costa county. when fully completed, the system will be 28

miles long. the narrow roadway system will stretch from antioch to oakley and have 56 boarding stations and. so you can take a glide car in the future by walking maybe five minutes, going to an access point, which is a station, a glide phase station, and it takes you to the antioch bart station without ever stopping. >> always a predictable journey time. >> the autonomous shuttle can seat up to four passengers, and you'll be able to use. an app to request a shuttle, the same as you would with uber or lyft. >> this is something that you can actually see and feel and experience later in a few minutes. >> company officials say the project is cheaper than other mass transit services as well, and they say it will only cost a fraction of what it would cost to install railway tracks. the first section of the roadway

between brentwood and antioch is expected to be finished by 2027, and the transit network expected to launch dave by 2030. >> okay, andre. thank you. time now. 717 will. bay area drivers have some rough roads to go over. two bay area cities just made the list of the worst cities in the country for drivers. oakland was named the worst city in the nation for drivers. san francisco came in at number three. the study was conducted by forbes advisor. they looked at driving conditions across 47 densely populated cities. oakland was number one for several reasons, including a high number of deadly crashes, very high gasoline prices and long commute times. miami came in number two. houston was number four. all right. >> let's see what's happening in oakland when it comes to the morning commute. and we'll look beyond as well sal. >> all right. yeah we're looking at the east bay in general. and we're going to head the check out the people who are heading over to oakland. first of all, let's start with the contra

costa county area and westbound highway four is slow. now we did check the camera. we didn't see anything unusual there. when it comes to highway four. in fact, i for some reason it's not coming up on my board here. but i had kevin check the camera. we didn't see anything there, so it looks like it's just slow traffic left over from an earlier incident. let's talk about 580. some slow traffic there. you can see that traffic is moving along relatively well. okay. it looks like i may have gotten it back. all right, let's go. kevin turned the camera toward concord. you could see it is kind of slow there. okay, now let's go to the south bay and northbound two, 80, 101 and 85. we're easing into that commute. it's not terrible. you still have a little time, i believe, before it gets even worse. 718 what about today's weather? let's bring rosemary in. >> well, it's going to be a warm up that most people will be talking about from the coast inland. meanwhile along the coast. it's going to be gorgeous over the next few days. if you have an opportunity to get out and enjoy giving you a live look here over san francisco, we have alcatraz in view. the coast guard monitoring the waters,

helping to keep us all safe. how about what is going on up above? we have a ridge over the pacific that is going to continue to strengthen, and that is going to eventually push that storm track well into canada. meanwhile, systems continue to drop on the backside here, and with those two combined, we are looking at a tighter gradient that northeast flow that will be with us over the next few days. that is what is going to again, bring us the breezy conditions at times, but the warmer conditions for everyone right now mount veeder reporting a 24mph. we have big rock reporting 19. our north bay hills and mountains actually have an advisory, a wind advisory that begins during the overnight hours for the carquinez strait as well as the delta. it starts late tonight, but it goes until thursday morning for wind gusts expected to reach 45mph at times. so if your commute is through the delta, the carquinez strait area , perhaps a highway 86, 87, 80,

you're going to find some that wind out there over the next couple of days. meanwhile, the futurecast model shows you again what i was talking about a moment ago. we've got that ridge well into canada by thursday morning. the system here continues to even sink a little bit farther south and west, and the northeast flow is what is going to provide us with this little taste of summer for the next few days. and then as we get into the weekend, it breaks down, the onshore breeze returns, a little bit of fog, and by mother's day going to be more comfortable and even a little bit cool for our coastline. temperatures across the bay area right now where we do have the wind, you can see the difference 63 degrees right now in san francisco in the north bay, where it is calm. we have upper 40s in santa rosa. afternoon highs for today, a beautiful 70 in pacifica. looking good. san francisco at 74, upper 70s to low 80s around the bay as well as inland 81 in concord. for today, 83 in the north bay of napa. by tomorrow, temperatures are in the upper 80s for our inland cities,

on two. >> well, good morning to you. thank you for joining us. welcome to mornings on two. i'm dave clark i'm gasia mikaelian. >> it is wednesday may 8th and we are already feeling a change in temperatures. but i can't imagine the thermometer is done rising yet. >> oh, no, garcia, we're just getting started. it's going to feel a whole lot like summer out there over the next few days. good morning to both of you and happy wednesday to all of you. we have san francisco already in the low 60s this morning. a lot of it has to do with that wind that is stirring things around, giving you a view here over san francisco, where we do have mostly clear skies, and the golden gate bridge in view for the afternoon, expect temperatures to range from upper 60s to low 70s at our coastline to low 80s inland. a better look at the current conditions. the afternoon highs for today, and the warming trend that will continue into the days ahead. coming up in just a little bit at 731. let's see how the highways are doing at this hour with sal. good morning. >> good morning rosemary. right now we do have westbound 24 a little crowded here in

lafayette. we're going to start with the east bay commute. it's not unusual. there's some slow traffic on highway four as well this morning from pittsburg to concord due to some earlier issues. 680 is getting busier. pleasant hill to walnut creek bay bridge toll plaza backed up for a 20 minute delay. when we come back, we'll take a look at the commute from hayward to san jose. 731 let's get back to the headlines. >> the san francisco school board called a special meeting to hear the results of a state audit on its budget crisis. this comes just days after the school district learned california education leaders will now have veto power over some of the district's financial decisions. ktvu rasmus in studio to explain ali, the district's budget problems and what can be done to fix them. >> well, garcia, school board members and state education officials agree that things like a hiring freeze, steep budget cuts and likely school closures will end up being part of the solution. >> representative from the state agency that did an audit of sf usd's budget picture presented their findings to the board at a special meeting held last night. one of the criticisms is the

fact that the district's earlier budget cut plans outlined $52 million in proposed cuts, but did not specify where those cuts would come from. >> as you look out to your projections and you look at deficit spending and you say, we're going to correct that deficit spending with $1 million of cuts, what are the cuts? and ladies and gentlemen, that's your job question. >> parents and community members who read the audit criticized the district's focus on administrative spending over the past decade and its lack of budget transparency. >> see, you haven't had a financial officer for years, page nine calls out the overuse of consultants. why are we not managing this better? you're going to close schools instead of fix what's going on down there. >> right now, we're in a position where we can at least see the dots that need to connect, and so it may feel worse, but having the conversation is the first step

to the repair. now this presentation comes just days after state officials sent a letter to the district on friday, letting them know that the state is assigning some fiscal advisors to sf, usd, and those advisors from the california department of education will have approval and veto power over the district's budget decisions for the next two years. >> the projected budget deficit for sf, usd 420 million by next year, like many school districts in the state, the district is facing declining enrollment, but the audit found that the district loses about 500 students every year to private schools, and that that trend is expected to continue now. sf usd has until this summer to work with those state appointed fiscal advisors to come up with a new plan to fix its deficit and revenue problems. the san francisco school board will have another meeting to discuss the budget next wednesday. garcia and dave, back to you, ali. >> thank you. happening today at a school board meeting in santa rosa, teachers and parents will call on the oak grove union school district to prioritize

bilingual communication. si se puede. >> si se puede. si. >> parents have been demonstrating in recent months chanting in spanish yes we can. the group wants the district to immediately reinstate a bilingual liaison, a position that was eliminated in march due to budget cuts. spanish speaking parents say that liaison was often the only way they could communicate with the district, learn how to fill out applications and understand their child's studies. >> vemos padres no hablamos el idioma there are many parents who we don't speak the language and we want to be part of our kids education without a bilingual liaison, how can we be heard? >> how can we be in the decision making at our kids schools? >> teachers are supporting parents and say without that liaison, spanish speaking parents face great cultural and classroom barriers. teachers also say that first generation students may have a harder time getting into college. >> the vital role in helping them understand the forms that

are, you know, pretty lengthy, i think that it's absolutely an issue of not only language justice, but just, you know, social justice that we are preventing the families from really being a part of the community. >> nearly 30% of the students in the district are hispanic. the part time liaison is a 15 hour a week position at $24,000 a year. the school district says it's been forced to lay off staff and cut programs as it deals with declining funding. the superintendent sent a response to ktvu, saying the district understands and is committed to providing avenues of communication for our community, including our parents and guardians who are not fluent in english, and to provide translation services for those who need it. >> our time now. 736. the family of a san francisco street performer who was killed two years ago by his girlfriend is fighting to keep her behind bars. sarah buchanan was convicted of involuntary manslaughter for the death of

jordan sempler, a street dancer who often performed at pier 39. he was found stabbed to death in his apartment back in november of 2022. his girlfriend, sarah buchanan, was convicted. she received a three year sentence, but she may be released next month. >> there is a great issue with men that suffer with domestic violence, but it's something that's not visible or it's not, focused on. i see a man that loved his craft. jordan was very happy in bringing smiles to other people lives and their faces. >> now, the san francisco district attorney's office issued this statement, quote, we take each case seriously and put on the best case we can based on the facts, the evidence and the law to meet our burden of proof. in this case, we sought a conviction for murder and the jury returned a conviction of involuntary manslaughter. now

sarah buchanan's defense attorney said in part, the verdict was both fair and just because it was based on the applicable law and relevant evidence presented at the trial. the sempler family may file a civil lawsuit against sarah buchanan, new this morning. >> the wife of a former baseball player accused in her father's murder testified in a placer county courtroom. this hearing focused on surveillance video near the lake tahoe home where the shooting happened. prosecutors say they think aaron spoor's husband, dan serafini, shot and killed her father and attempted to kill her mother in 2021 while she was on the stand. her attorney cited spousal privilege and instructed her not to answer most of the prosecutor's questions. >> okay, guys, the time is 738, right back to sal castaneda. you've been busy today. what's happening on the roads now? >> yeah, it is busy. although we haven't had a lot of major events, mostly a normal commute, which some would say is okay, you can accept that. let's go to

the bay bridge toll plaza and you can see that it is backed up there for a little bit. there have been no major issues there, but that's at least a 20 minute delay. but looking around to see if there are any crashes reported in that area and there haven't been, we do have a look at the commute in the east bay 680 and highway four have been slow and we've also been looking at the commute from hayward heading south to fremont and san jose. most of the slow traffic is between hayward and fremont. it gets better by the time you reach milpitas. let's talk about san jose. two 8101 85. all pretty crowded. look at that screen. and also southbound 680 at king in fact, i'm sorry, it's the king onramp to northbound 680 in san jose. there is a crash there. according to chp. 739 let's talk about today's weather. here's rosemary. yes >> good morning sal. thank you. we have a beautiful view out towards the water this morning giving you a live look at ocean beach and murphy windmill. isn't that just a spectacular view? we

pleasanton, where a family of four was killed. tyrone george, his wife renee and her two sons died when the car they were riding in slammed into a tree. they had borrowed the car from a coworker of tyrone george, the car's owner has now filed a complaint with the national highway traffic safety administration, saying before the crash, he noticed the steering wheel veered to the right. even when lane assist was activated. that complaint says that the owner worried that the failure happened again while the george family was driving. >> it sees multiple complaints. about an activity or a performance issue that appear to be similar and particularly if they, create severe risk, these are the circumstances under which nhtsa will, conduct an initial or preliminary evaluation.

the and the workforce. and they've had very similar hearings and conversations over the last few weeks, particularly with school university leaders. but this is the first time they're having this kind of conversation. anti-semitism within public schools, public k through 12 schools and in the classroom. and that's where we're starting to see this berkeley superintendent answer some of these questions. and these types of hearings. they've happened often since the hamas attacks on israel on october 7th and the israel retaliation in gaza, since it's led to the resignations of university presidents at penn and at harvard. berkeley superintendent and nikki afford martell is one of three school leaders across the country. public school leaders k, through 12 school leaders called in to testify in front of this house committee. so far, we just heard her opening statements where she was addressing some of those allegations against the school district, which include anti-jewish graffiti, teachers pushing pro-hamas propaganda and jewish students experiencing bullying. she says at least nine incidents of anti-semitism have

been reported within the school district, and each time, she says, school leaders have taken action when investigations show that an anti-semitic event has occurred, we take action to teach, correct and redirect our students. >> we do not publicly share our actions because student information is private and legally protected under federal and state law. as a result, some believe we do nothing. this is not true. >> berkeley school board releasing a statement of support for its superintendent, saying in part, berkeley unified school district stands against anti-semitism, islamophobia and hate in all forms. this is reiterated in the hate motivated behavior policy the board passed last year, which the superintendent has been charged to implement. superintendent martel definitely mentioned that in her opening statements as well. she says that there's also action taken whenever teachers are violating that policy, which she again said it was protected by state law. and usually those conversations are not had

facial masks. a santa clara jury sided with the students and said the school violated a non-disclosure agreement. school officials say they're exploring legal options, including an appeal. an arrest was made and a man is now in jail after he ran a red light at a busy intersection in san jose and killed a cyclist. it happened yesterday morning on east capitol expressway and center and center road around 730 in the morning. investigators say the driver of a red truck, a red pickup truck, was going westbound on capitol expressway and was speeding when he ran a red light. the truck first hit a cyclist and then another pickup truck. the man on the bike died at the scene and traffic was shut down for hours in all directions. >> i think everybody just needs to be aware. i think road safety is everyone's responsibility. so it includes being defensive on your own, right? i'm not sure that there's a whole lot that the bicyclist could have done here. if you're following the rules of the road. somebody wasn't. and unfortunately that's what occurred. >> this was the 17th fatal collision in san jose so far

while, but now state agencies have stepped in to warn the districts. the financial issues are so serious it could become insolvent by next year if it doesn't make some immediate changes. >> i cannot emphasize this enough, but your solutions are yours. the state's not going to be bailing you out of anything. >> can we please have that? >> state auditors presented their findings to the board at a special meeting last night. one of the criticisms, the fact that the district's earlier budget cut plans outlined $52 million in cuts but didn't specify where those cuts would come from. the audit also said the district needs to work more closely with other school districts, as well as finalize the layoffs of more than 300 employees by next week. school board members say the solutions are tough but necessary is a wake up call. >> we now have been given roadmaps, we've been given deadlines. >> state officials sent a letter to the school district on friday, letting them know that they are being assigned some fiscal advisors to the district. those advisors will have approval and veto power over the

district's budget decisions for the next two years, so it can recover again. projected budget deficit $420 million by next year. and like many school districts in the state, sfusd is facing declining enrollment. the audit found that the district loses about 500 students every year, on average to private schools, and they expect that trend to continue. sfusd has until this summer to work with those state appointed fiscal advisors to come up with a new plan to fix its deficit and revenue problems. the school board will meet again next wednesday to discuss gasia. >> ali. thank you. happening today at a school board meeting in santa rosa, teachers and parents will call on the oak grove union school district to prioritize bilingual communication in si se puede. >> si se puede. si se puede. si se. >> parents have been demonstrating in recent months chanting in spanish. yes we can. the group wants the district to immediately reinstate a bilingual liaison, a position that was eliminated in march due to budget cuts. spanish speaking
